The U.S. Army is one public example of this shift. In a November 2025 Army.mil article, CECOM SEC described work to modernize Tactical Services Infrastructure by migrating existing VMware-based TSI stacks to Microsoft Hyper-V through a non-destructive upgrade. The article notes that this approach maintains unit configurations and data, avoids a costly rebuild, and uses Hyper-V because operators were already familiar with Windows Server and the platform was already included in existing enterprise license agreements. 

Hyper-V is not just a technical replacement. For many customers, it is a practical replacement. Will our communications software run on our preferred hypervisor?

If yes, platforms like OpenShift Virtualization, Azure Local, or cloud-based deployments may be part of the long-term plan. Microsoft renamed Azure Stack HCI to Azure Local as part of its distributed infrastructure portfolio, which is another sign that infrastructure decisions are becoming more hybrid and cloud-connected.
